OpenOffice.org Base, which is part of the Open Office suite, ii a desktop database similar to Mircosoft Access. You can create tables, forms with subforms, and simple reports. Macros can be written in OpenOffice.org Basic, JavaScript, BeanShell, and Python.
The functionality of Openoffice Base is not quite as good as in Mirosoft Access, especially when it comes to reports, but it is a nice and free application that will be useful in many situations.

Another almost free desktop database tool is Kexi (http://www.kexi-project.org/. The Linux version is free, but a small cost is charged for the full Windows version.
